I have resolved the issue using a hauppauge pvr-150 and a simple script

Its recording video, but looks as if your trying to watch a channel that you aren't paying for circa 1988. Sound is fine (can be choppy). I've tried us-cable, us-cable-hrc, us-cable-irc with the best results coming from us-cable. I've tried tweaking the frequency 1/10th at a time and occasionally saw "better" results -- meaning not as scrambled, but still scrambled. What more does anyone need? I'd love to get this resolved...
