This evening I built the tools Andy had a link to, and managed to get v4l2-ctl from there. I would really rather get it out of portage, though. I need to look at that one. I've been running cx18 out-of-tree, out-of-portage also. I think I've seen a cx18 in portage, again a "-hg" build, but haven't tried it. (What I have has been working too well to mess around.)
