Rescanning is indeed the typical course of action required when the
cable headend moves around the channels.  Not sure why it's failing to
detect for you though.

Do you have a cable box somewhere in your house?  If so, sometimes the
hidden debug menu will tell you what frequency you are tuned to.  If
so, you can put the cable box onto ABC and then see what the frequency
is, then try to tune to that directly.  Some cable boxes also show the
"video/audio" pids, which is also a really useful data point.  And if
the debug menu shows an SNR, that too would be useful since it might
tell us if the signal is too weak/strong...

The above said though, of course that should not be necessary, but it
might offer some insight as to the nature of the problem which we can
use to find the correct fix.
