The process for creating a release is documented here: 
http://xerces.apache.org/xerces2-j/faq-contributing.html#faq-2. This hasn't 
fundamentally changed in over a decade. Maven, Jenkins, etc... came along in 
the ecosystem later. There's been no motivation to adopt any of them. I don't 
use them. They'd complicate what has been a very simple process, which aside 
from testing is mostly just running an Ant script, signing and uploading 
binaries.
