To add some clarification, it is not necessary to use Maven in order to publish 
artifacts into a repository. From Ant you could use either Ivy or the Maven Ant 
Tasks. Second, artifacts from Central can be consumed by several different 
build tools besides Maven, e.g. Ivy, Gradle, and Maven Ant Tasks. The Central 
Repository exists to make it easy for developers, and not just Maven 
developers, to locate and consume the dependencies they use to build their 
software.

I appreciate that the release steps have not fundamentally changed in over a 
decade, but it is hard to ignore that for most developers, the way that they 
consume dependencies has changed.

Sonatype in the past has worked with the folks and Java.net and JBoss to get 
their artifacts into the Central Repository, perhaps someone from the Xerces 
team could reach out to Sonatype for advice on how best to accomplish getting 
their artifacts deployed to the Central repository in addition to the download 
mirrors?
