As per my findings, the XML Commons website doesn't seem to have enough
information to make a new XML Commons External release. *I think, I'd be
fine to make 2.12.0 release with existing xml-apis.jar & the corresponding
source archive. I don't see any risks associated with that.* Please let me
know if you disagree.

I'd suggest, at some later time (or now?) you can independently make a
new XML Commons External release, and we can associate it with the
appropriate Xerces release (a release after 2.12.0, or if we're stuck just
now then 2.12.0).
