Yes, this has been discussed many times.

But the problem still exists, and in many organisations, nobody is allowed to 
upload manually artifacts to enterprise repos. And so, in many organisations, 
xercesImpl 2.12.1 will not be used, due to it is not available on Maven Central.

Searching for volunteers is complicated. Only people that are allowed to 
publish under org.apache groupId can do this ; others can't - security 
constraints.

[~dkulp] did publish the 2.12.0 manully.

As far as there is not so much updates, may it be possible to send a mail on 
each build to Daniel, and ask him to publish manually generated artifacts ?

- xercesImpl-2.12.1.jar
- xercesImpl-2.12.1-xsd1_1.jar

As long as xerces is not available on Maven Central, its adoption won't be as 
wide as we could expect.
