This can increase current flow during Electrostatic Discharge (ESD) or
Electrical Overstress (EOS), read manual.

I don't use RC (power on reset circuit), no need
read the 16F88 manual:

the PWRT delay starts (if enabled) when a POR occurs.
Then, OST starts counting 1024 oscillator cycles when
PWRT ends (LP, XT, HS). When the OST ends, the
device comes out of RESET

The diode is for ISCP
