Answer yourself to these questions:
1. Which are the voltages values on RT (on a desktop computer, on a laptop
computer and on an old serial terminal, which can be used as well)
2. does the MCLR has an internal pullup diodes to VDD?
3. How looks the  voltage swing at the end of C1 connected with MCLR when a
reset appears on RT? Which is the logic level on RT which is asserting a
reset, and which is  in normal use?
