Not exactly. Pinguino have RA4 pin connected to positive trace via LED. Also have a second push-button for "Start Application". It also have a 5V power regulator on board. The LED on Pinguino signal the moment when you are in "Run Application" mode. Because is inverse in this board, it will signal how long board is in boot mode.
Also, I excluded regulator because must be obligatory present on an application motherboard because you probably will have a cooling radiator specific to your application. In this case, you disconnect the jumper so your microcontroller will have his power from the motherboard and not from USB as is the case when you breadboard it for tests.
