I read in the Programming Specs of the 18F4455 (and similars) section 2.6 that entering LVP is done differently than what I have seen with many other PICs (with which only MCLR needs to be pulled low). Maybe entering LVP by controllling the PGM-pin is not supported by Snap.   Just guessing..... I could not find any info about this.
