There has never been a .bat or .sh file in the Java tree.  Moreover,
user modified .xml files have never been in the Java tree either.

You're being incredibly hypocritical here.  You insist that even minor
changes necessary to repair critical bugs or provide basic services be
put up for a formal vote.  Yet you have no qualms introducing a brand
new test suite under your own recognizance.  And violating code
standards and putting the wrong files in the wrong place in the process.
The mind boggles.

My -1 stands.  Please remove this from the core source tree.
