This lets the another mail server or the client know how that happened. This isn't discouraged in any way. Also note that with the way I suggested it, James would not accept these messages by default, so the admin is purposefully making James a honey-pot, and I wouldn't restrict only that James server from using that information.
We of course could make this header a sub-option of making James a honey-pot for aggressive pipelining, but this seems a bit overkill.
