I am not so sure about the idea of adding this new X-header. Isn't this value just intended for internal JAMES use? An X-header would be sent on to the next hop MTA, which is kind of untidy.

Perhaps we could use some kind of message context to hold named properties about messages for use during processing? The advantage is that you can add message properties for private JAMES use, without making them publicly visible SMTP headers. Mailets could access them using Mail.getProperty() and Mail.setProperty() or similar.
