AvalonListserv annoying cosmetic bug

the AvalonListserv mailet goes a bit awry with "RE:" and <subjectprefix>

it moves the subject prefix to the front every time, so my mail client adds
another "RE:"

for EG; "RE: [seemunky] RE: RE: RE: test"
