This is pretty much what I expected. I'm not sure whether this is a bug in James or Outlook... James is putting "Okt" as the abbreviation for the month (since you're running this in Deutschland), and Outlook doesn't know how to handle "Okt", so it falls back to a default January.
I think we might just have to drop the US.Locale in the date formatter and just hard code it to the English months as this seems to be a repeating problem.
