Since it's not a DDOS (distributed denial of service), just blocking a single IP address (or a couple if the guy is using a dial-up) should stop things. Or even if you don't have a network firewall available to configure, just using ipchains/iptables to block traffic from that IP address. If you're using Windows, Zonealarm has a nice free personal firewall you can use to block traffic.
