It is BeOS that doesn't support incomplete libraries, there's nothing
libtool can do until BeOS starts to support them.

Most of the discussion was in private, with some people including Fred
Fish. He wasn't sure about support for incomplete shared libraries at
that point, but he knew some people had asked for it.
