NetBeans looks very promising: http://www.netbeans.com
CoffeeShop might also be what you are looking for:

Or give VisualAge for JAVA a try once it is out.

I´d prefer one of the 2 above, as they are 100% pure JAVA, but 
Swing is a bit slow if run under Linux.
