It's clear that you can't distribute the modified rt.jar or sell a product using the modified rt.jar (unless you have an agreement with Sun). As for using a modified rt.jar internally for development and testing: I think that's OK but I'm no lawyer. If you want to be on the safe side, talk to your lawyer or ask Sun.
