these are separate issues.

the mini-GL issue is basically one of driver availability, eg some IHVs ( I
wont name names ) shipped enough GL to run Quake and its derivatives instead
of a full-blown ICD. to be fair, ICDs are not trivial to develop. ASFAIK,
the IHVs in question have ICDs either in beta or shipping. so anyone still
running mini-GL should be able to update now. FWIW complaints to the IHVs
helped make this issue go away.

the situation re Windows 2000 and OGL is simple - its supported in-the-box.
the OGL runtime is included with Windows 2000. the only issue was getting
quality drivers in-the-box for Windows 2000 release. we and the IHV
community didnt make it in time, so the Hardware Compatibility List ( HCL )
for W2K was very limited for both OGL and D3D.

the IHV community has since made good on driver availability. some drivers
for new cards are still in beta but at least they are there!

for existing machines installing W2K - its likely a driver download from the
graphics card IHV website will be required. this depends on your graphics
card, see the HCL for supported cards.

for new machines with W2K pre-installed - the drivers for both OGL and D3D
should be preinstalled with the graphics card.  if this isnt the case,
complain to the machine vendor and download the driver from the IHV website.

Its a not story.  Card manufactures will still provide OpenGL drivers for
Windows....
