I think you both are right. Lines from polygons which are being culled are
not drawn. In other words, if you have backface culling on, you will not
see lines from these objects when you render them in wireframe.
However, there is no "true" hidden line removal occuring for the whole
scene. In other words, you can see lines from objects even if they would
be completely occluded by another object when rendering with filled polygons.
