There are some free editors available which others have mentioned.

Remember that you can procedurally generate geometry.  Generating the geometry 
yourself based on some algorithm is quite empowering.
For example you could define a parametric staircase that always fits between any two 
floors regardless of how far apart they are.
One thing I do as another example is to generate semi-transparent hulls overtop of my 
geometry in order to visualize collision
surfaces.  Or you can generate polygon trails behind moving objects to see how things 
are moving.  Try do that in VRML!
