The Institute of Computer Graphics in Vienna published a LOD (level of
detail) algorithm for VRML.
Lodestar: An Octree-Based Level of Detail Generator for VRML

the pdf file of the publication is available and dieter schmalstieg (the
author) will be happy to answer your question (as far as i know him, he's a
nice guy).
