In a case of synchronicity I went to my hosting company just after answering your mail and they just started using a similar UI element in their domain administration interface: a popup appears just under the mouse pointer showing when you move the it over the "Options" text. It's a box with the top touching the mouse position, center horizontally and having the action links plus a title showing the element again (I like that last bit).
