I agree, the information looks like it is based the early draft of JSR 277, which was released in October 2006. In particular there is a lot of discussion of the JAM module format, and JAM (being a part of JSR 277) is officially dead, or at least postponed until after Java 7.
The best ways to stay informed about Jigsaw at the moment seem to be: 1) Watch for commits in OpenJDK source code 2) Subscribe to the JSR 294 expert group observer list. Alex Buckley sent two emails this morning stating the requirements for Jigsaw and JSR 294 as he/Sun sees them.
