yes - I think most GUIs end up being non GUI builder built - even if they started with one. this is common in pretty much any environment I have seen, from interface builder on the mac, to .net.
The exception is in the 90's Delphi, VB and powerbuilder "RAD" environments were always very graphically driven, but since that time (and the web) seems to be less so in my experience.
