Yes it is true. But that's not the whole story. It is quite cumbersome
to implement fairly simple functionality on JSF. For example
redirect-after-post and message control, cascaded drop-downs, "open in
new tab", friendly URLs, and a long long etc.

The point is that you can be more productive using other web
frameworks, even in the abscence of tooling.

Yes, programming swing being the exception.
