I like how Chariot Solutions' Dev News<http://www.chariotsolutions.com/downloads/podcasts> and Dan Benjamin's The Dev Show<http://5by5.tv/artwork/devshow/selector/devshow.jpg?1271199373> do it: run down a list of links to tutorials, articles, libraries, etc., give an overview of each one, optionally discuss it a little more and wrap up, all in about 20 minutes.

One part that could easily be crowd sourced is the link gathering part, for example by putting them all in delicious or a Google doc. A podcast stitched together from lots of little pieces might be interesting, but would probably be very jarring to listen to... I guess people could sign up to take on a role for a particular show.
