When I came up with 17, those are frameworks that already passed my initial filtering*. In reality there are probably a couple of thousands Java web frameworks. We can probably both agree that not having a choice is bad, but it's not beneficial to anyone (customer, developer nor manager) to have to make a gazillion tech choices in trying to solve business problems.
