I don't know what the motive behind this specific license construct is. I do know that it makes it very easy to get into what Oracle could view as a non-compliance situation as most developers / ops persons perceive Java to be freely available (with the exception of Java ME), and will happily install the "Commercial Features" without realizing the consequences. Oracle hasn't exactly made it easy to discover this by making the "Commercial Features" subject to the same license (with the built in exception) as Java 7 SE.
