I know that you were specifically asking for a free tool.  I was in that
same place for years.  Always wrestling with trying to find the perfect free
tool.  Last year I broke down and bought omnigraffle and now ill never go
back.  The cheapest version is 99 bucks.  I opted for the professional
version for 199 which has integration with visio.  Unfortunately omnigraffle
is mac only.  I use omnigraffle for just about everything...  from uml to
wireframes.  Can't recommend it highly enough.
