It is just not always easy to judge, managers scream "ship now" when they see a finished UI, but like an ice berg, the bulk of the matter is underneath the surface only for the engineers to see. Even a behemoth like Blizzard with its 3K employees, launched the much anticipated game Diablo III with no-one being able to play even campaigns, since the game requires active connection at all times. Seems like "good enough" was not good enough in that case.
