It's the sort of thing that 38 degrees might be interested in (at least in the UK), but my main concern is that the whole thing should be funded by the increased tax revenue that it generates.
We certainly shouldn't expect private individuals to have to donate in order to get corporations to pay their tax! and given that the only people with access to said tax revenue are the government...
