I have found that, though the options are available, it doesn't work. Clearling the start menu, in Settings Taskbar customize start menu Start Menu Clear Button, clears the run dialog and the documents submenu. Or you can delete your History file which would delete the run dialogue. Clearing the start menu, as above, does not rid of the programs on your start menu.
