Mouse over is simply an event that is coded with HTML. It basically means that if a sighted user hovers over the link with their mouse something happens, such as playing a sound. I think it's just the case of pressing enter on the "mouse over" in order to perform the action, but I am not exactly sure. Hope that helps.
