There is a specific keystroke in JAWS to active the OnMouseOver element, and that is - if I'm not mistaken, which is possible - ctrl+insert+enter (in Internet Explorer). . Some OnMouseOver links display extra text that wouldn't be shown if the MouseOver element wasn't activated. It's covered a bit in the JAWS Help topics.
