The strange character is called a soft hyphen, and is one of two types of 
hyphens used in html - the other being the plain hyphen.  Those wanting to 
find out more about it may Google it or go to Wikipedia and browse under 
'hyphen' or 'soft hyphen'.  It is supposed to be used to indicate where 
line-breaks may occur.  I think the people at the world-science site need to 
be told that their use of soft hyphens in the final construction of the page 
is a stumbling block for screen-readers, which will read everything (given 
half a chance, including the normally hidden elements).  This use of soft 
hyphens is still (thankfully) not generally accepted, or at least is 
controversial in some places.  I hope this clears up any doubts remaining 
about its provenance.

Just because you don't see it, or someone else doesn't see it, doesn't mean
it isn't there.  Change your ANSI verbosity from None to something like,
"say word, also say line", or radiobutton 3 or higher of 5.  (Go into the
config manager with Insert+6, alt+s, g for Graphics and Symbols, then on the
group of five radiobuttons for ANSI choose another than none or higher than
what you are at present on and Then read the page again.  The character is
definitely there - for JAWS.)  [the pound symbol is £ ANSI 163, and that's
not it.  I'll try to locate a document wherein most of the ANSI symbols are
specified, that should identify it correctly.

No, it says nothing when on those symbols.  I just go across the words
that are affected, a character at a time, and each time JAWS encounters
these symbols, there's just quiet spaces.
