Why would you want a program installer to be stored in your temporary 
Internet Files directory?  Things can (and do) occasionally go wrong with 
programs, so depending on what program it is, you might want to have the 
installer around where you could actually find it in order to reinstall and 
start over.

Actually, when you choose the Run option, the installer is downloaded to
your hard drive and then IE will ask you whether  you want to run the
program or not. When you choose Run and the installer is put on your hard
drive, it is stored in the  Temporary Internet Files directory. It really
doesn't matter whether you run or save a program or executable you download,
as long as you know exactly what it is and where it came from. The saved
executables that you have downloaded can be safely deleted from your desktop
or wherever you have chosen to save them. Oh, by the way, here is  a good
tip:
If you want to delete something (such as an executable or any other file),
you can press shift plus the delete key on your keyboard to delete the file
completely because this bypasses the Recycle Bin. Just be sure that you know
what you are deleting and if you really want to delete it. When the dialog
comes up asking if you want to delete a file, if it is the one you want to
delete, press enter on the yes button; if not, press enter on the No button
and nothing will be deleted.

Yes, you can delete the extra executables that are on your desktop. It
doesn't really make a difference whether you run or save. If you run the
program, the installer file doesn't download to your hard drive. IF you save
it, the installer does download to a location which you specify, and then
you have to navigate to the location where you saved it and press Enter on
that file in order for the program to run. It really makes no difference
whether you hit run or save, it's all personal preference, at least in my
view.
