You should be able to set Open Book to use your DECTAlk for reading and I believe you also should be aable to turn off OB's self-voicing altogether. OB has a standard windows interface so you'd not have any trouble at all navigating it with jaws.
I do not know about the U.S., but here in Europe older packages of software are often sold at much reduced prices thru some mail order outfits.
