Oh dear- I hope that you can stop your PC shouting! To turn caps lock on and off with laptop layout you normally only have to hit caps lock twice. That should work. Hitting caps lock multiple times will give unpredictable results.
If this is not working you may have a faulty laptop key. Could you get someone sighted to check whether this problem persists without Jaws running? Alternatively you could download a free Screenreader like NVDA or Thunder to check this out. I use these to try and diagnose problems if I am suspicious of the way Jaws is working. I always go back to Jaws though once I know what is up.
