Alana: I have experienced this issue as well, both with Outlook 2010 and now with Outlook 2016.
As you say, it is confusing when you are trying to recall what you have done with regard to a particular message. I'd be very interested if someone has a solution for this. I suppose I could ask the Microsoft Accessibility Hotline folks, but haven't done so yet. I have noticed that when I forward an email, JAWS states the replied flag instead of forwarded.
