Hello there. I am using Windows 10, and Winamp works fairly well, though I had some struggles at first. What problems are you having?
You can probably edit id3 tags with VlC, but I have never tried this. Nevertheless, VLC is a very functional programme that can do almost anything you can think of in this area, so if you really can't get winamp working, I would do some research, play around with it etc. I only use VLC for videos myself but it's by far the most stable and reliable video player out there.
