Nathaniel and Tom, Checking my notes, I'll give what I believe will enable HTML format. Note, however, that although I went through these steps, I can't confirm they worked. I already have HTML set for my messages, and JAWS/Outlook didn't give me any kind of confirmation. Note also that these notes refer to Outlook 2010. They may or may not apply in Outlook 2016.
In a new, reply or forwarding message, press alt-o, then t, then h.
