Cool, this is good to know for me as well. When I did this with Paint years
ago I seem to remember trying to do it by pixel dimensions, and the result
was ... totally not what I wanted. This should work better.

I use Paint, which comes with Windows.  Once Paint is up, use Control-oto
load the picture file.  Control-w brings up a series of dialog boxes.  The
first allows you to choose a method of resizing.  The first choice is by
percentage, which is what I always use.  Tab to the next box, which is for
the horizontal dimension.  If you put in 50, that means 50%.  Another tab
gets you to vertical and this should always be the same percentage you used
for horizontal or the picture will be disproportionate.  Hitting enter gets
you back to the main Paint screen.  Control-e shows the horizontal and
vertical sizes in pixels.  If you know what size you want, you can use
control-e first to see the current size and then adjust height and width to
get to where you want to be.  Use control-s to save the resized photo over
the top of the old photo or alt-f and a to get the "save as" edit box for
saving under a new name.
