My solution to this problem is to re-open the message in IE. So, open the message, then press alt-h, pause a second, then a, pause a second, then v. Now the message should have opened in IE. I mention these pauses because I find taking these three steps too quickly makes the operation fail.
I don't know why JAWS has an easier time with complex email messages when put in IE, but in my experience it does. This method works in Outlook 2016 and 2010 and with IE11.
