You could try using Dictionary Manager to substitute space for apostrophe. I have not tried this with your setup. However I have done this to substitute space for ( and ) as I have had to read a lot of legal stuff and Jaws reading every ( and ) irritated me.
Technically you should be able to adjust this in configuration manager but even with tech support present at my PC we could not successfully amend punctuation settings. For some reason the settings did not work on my version of Jaws 8, this sounds like the same problem you are getting. In the end I resorted to the Dictionary Manager method which has worked well.
