You  could try using Dictionary Manager  to substitute space for apostrophe.
I have not tried this with your setup.  However I have done this to
substitute  space for  ( and  )  as I have had to read a lot of legal stuff
and Jaws reading every ( and  ) irritated me.

Technically you should be able to adjust this in configuration manager but
even with tech support present at my PC we could not successfully amend
punctuation settings.  For some reason the settings did not work on my
version of Jaws 8, this sounds like the same problem you are getting.  In
the end I  resorted to the Dictionary Manager method which has worked well.

Hi, all,
I have probably a very simple question here, but I can't figure it out. I
like to have my JAWS set to say all punctuation, because in my opinion, JAWS
doesn't have enough expression to convey to me how people are saying things.
Anyway, my question is this: I have it set to all punctuation, but I don't
want it saying ' in the middle of every contracted word, such as "don't,
doesn't, isn't, etc." How do I fix it so it won't do that? It's annoying,
but I don't want to set it to "most" punctuation, because then it won't give
me periods and exclamation points. I know some of you prefer to read without
the punctuation, but it personally bugs me because I can't glean the tone of
a person's email when I do that. I've gone into utilities, as someone told
me to do, and tried to customize the punctuation that way, but it's still
giving me the ' in every contracted word. I may just have to live with it,
but if there's a way to change that, it would be great to know how. I'm
using JAWS 9.
