I truly wish it had been that simple
I looked through all of the permanent folders in Outlook and
ran the "Recuva" file recovery utility. Which actually
spawns another question, does outlook use a file extension
other than "PST?"

Not just to state the obvious but:

Have you checked the Recycle bin? Tab to restore from the
file or folder 
name and it will be returned to it's location of origin.
