Wordpress standalone is for domains, if you had a windows server setup with
IIS and your own domain name, you'd be able to set it up no problem,
otherwise you can access it through the web and have the folks at wordpress
hoste it on their servers for you, which is free by the way.

I don't think it is a desktop application though. I've tried to set it up
