No, you don't have to write everything over.
Change Case quick toggle, Jaws friendly
1. Select your text
2. Press shift F3 and listen. Jaws will begin saying the list with each word
spelled and the first letter in a higher pitch to indicate it is now
capitalized.
Toggle options: By pressing shift F3, you can hear the following options
that you can use depending on what you need. (Not necessarily in this order)
A. Words spelled out with no caps (No difference in pitch indicating
capitalization)
B. Words spelled out with all letters capitalized ((Jaws spells the word or
words with higher pitch indicating all letters are capitalized)
C. Words spelled out with first letter of word capitalized (Jaws spells the
word or words with the first letter in a higher pitch to indicate it is
capitalized)

I was wondering if I wrote something in all caps and want to change it back
to not being in all caps is there a way to do this using jaws besides
writing it all over again?
I actually did that once last year in grad school while writing a 20-page
paper. Everything was in all caps and I had no idea how to change that so
I had to rewrite the whole dang thing over again.
